Default Airbag, horn and cruise control all don't work - do I need a new clock spring?

(This is for my father-in-law's 1996 LS400 - it's in Houston, will see it in a couple of weeks)

Airbag light: On
Cruise: doesn't work
Horn: doesn't work

This all happened when his power steering pump went out - I'm thinking he fought the wheel too hard to try ot move it and either loosened connections within the wheel or damaged the wiring that goes up the steering column since horn/airbag/cruise are the extent of the connections there.

Someone told him he needs a new "clock spring" - which I'm guessing is the spiral cable that goes up the steering column, but I don't know if you can just purchase one of those (does it have a part number?) or how much dissassembly is required to get to the other end of the connections - not the airbag side.

I have replaced a steering wheel before in my 300ZX and this one seems the same - disconnect battery, remove 2 torx security bolts, remove airbag module and disconnect wire connections. Please let me know if this is correct. Any other experience/advice anyone might have would be greatly appreciated - my in-laws have a lot of medical bills and can't afford to get screwed by the dealership on this).

Thanks!

I would definatly agree the clockspring is suspect as a problem.
Also just make sure the harnes' is still plugged in but it is doubtful as a problem,.

I bet the harness just came undone, pop the steering wheel off and take a look, it's at the bottom
