Sup fellows, I'm not too sure if its the ballast that I need to buy or the bulb? Anyway, I purchased hid fogs for my is f, and when I turned on the fogs, one of lights turned on by just Flickr and does not turn on completely...is it the ballast?

Swap the bulb from the other side to the ballast you know works. If the bulb works on it, the other ballast should be replaced.
