Default Problem with HIDs lighting up

Just recently, I noticed that the HIDs in my fog lights are having trouble turning on, unless I move the fog light switch about 3/4ths of the way from the off position, and only then it flickers on unless I actually hold the switch in place. I'm not sure if there is an issue with my ballasts, or whether it's the car itself, because the bulbs don't seem have any problem firing up and heating up (not really sure if that's the correct term for it?) to color.

Things to note:
  • This is on a 1999 Lexus LS400
  • This is an HID kit from Mod-Express (specifically their JL HID kit)
  • My bulbs are 9006 Purple/12000k and I wasn't able to initially see the issue since they blend in fairly well with my OEM 5000k D2R bulbs

try to isolate the issue to either the fog light switch or hid system. is a relay installed?

if you have to hold the switch or hold it 3/4 of the way, I'd say it's most likely the switch.

take the hid system and connect it straight to the battery - then wait a bit, disconnect and reconnect it (after waiting a bit). if it comes on consistently, it's most likely your switch.
