HID Flickering On Startup Only

I have a problem. I installed hid's for my is250 headlight and foglights two weeks ago. Tonight, after I started my car, I turned on my headlights and my passenger side hid headlight was flickering. Once the bulb was warmed up, the flickering stopped and it ran perfectly fine.
Is this a bad ballast or amperage problem? It's a 35w kit from ddm tuning

Alright new problem. I took off the plastics and checked/secured the connections. When I tested it, it started up fine. Tonight I was driving to the mall and the passenger light flickered for a second. When I came back from the mall, I started the car up and turned on the lights. My passenger side hid barely lights up. It flicks on for a second and shuts off.
So is my ballast almost dead or is it not getting enough power to start up the hid? I don't think it's a power issue since the driver's side powers up just fine. Could it be the ballast?

Today, I tried switching the ballasts with each other. The passenger side ballast worked with the driver’s side bulb, but the driver’s side ballast did not work with the passenger side bulb. I then proceeded to completely remove the hid kit. When removed, to test if there was a problem with power and confirm if there was bad ballast on the passenger side, I hooked up the passenger side ballast to both bulbs. The driver’s side bulb lit up and worked. When the passenger side bulb was attached, it would flicker for a few seconds but then it would not work at all.
So what I have done was to confirm that it is not a ballast problem or power issue, but a bulb problem.

^^ I was thinking just screw the hid's and go with sylvania or something. Only thing that is keeping me from throwing these hid's away is that there's a lifetime warranty on them. How well they handle the warranty will determine whether i go back to the halogens
