Default HID high beams?

is it a good idea, like if i use them and have them aimed down. so its like a brighter set of low beams to go with my regular beams? annnnd is it possible to have my fog lights on while my high beams are on?

the fogs will turn off when you turn on high beam (if you flash then fogs will still be on)

but what's the point, you go rally?
