Is there a way to retrofit the RX300 so that it can turn on the fog lights only without the headlights on?

I was driving thru thick fog the other day. The HID light bounced back so much that I could barely see the road. I'd like to turn only the fog lights on next time.

Talked to my dealer. Such mod to turn off the HID won't help because the DRL will turn on. It will blind me regardless. Neither will aftermarket stuff help. This sucks.

umm, drl is high beam running at low power, the light should be a lot softer?
