Default HID problem

I just installed a philips 6000k kit tonight...
My left(drivers) side light sometime doesn't come on when i turn the lights one. This one is the one my ballast activate from(as everyone else-i'm guessing). I initially thought it was a grounding problem and tried grounding the left ballast in a different area...the problem comes and goes..if i flip the lights over to auto-then back to lights..it comes on..or sometimes it just comes on when i flip it from off to headlights.
Anyone hear of this problem? I just bought the philips kit from KMimports. I"m not sure if i have a bad ballast or wiring?
Adivce would be helpful.

did you try to switch the bulbs and ballast and see?

I'll try it out tomorrow...Thanks.
Also, my left light is putting out an small arc pretty high up(15ft)--is that caused by the bulb? should i try rotating it around.?
