lighting on central panel

lighting on central panel
i got a 1999 gs400.
i wonder if anyone know anything about the lighting on the central panel where the audio control and air conditioning control are .
When i turn on my headlight, the light on the panel is off, which makes it hard for me operate at night.
the light is on when my headlight switch is on "off" or "auto" position.
i suppose there should be some lighting on the panel if i turn on the headlight.
and the buttons on the panel should has some light, right?
my friend said the fuse or the battery might be bad.
your input will be greatly appreciated.
