Headlights not working on 95 sc400

help 95 sc400
i guys i need some help. my headlights are not working. what could be the cause of the problem? when i turn the switch to put the lights on nothing happens. the headlights should turn on during the day right? the ground wires and bulbs are good, all the fuses were checked and when in pull the lever for the highbeams all the lights includeing the headlight come on. any suggestions?

Are you turning the switch all of the way on? If so turn it back one click for the lights to be on in daylight. The full on position is for automatic lights on when it gets dark but if it is daytime the lights turn off automatically.
