Gosh, there have been lots of threads over the years on how to remove the dealer installed Lexus phones from various model years of the LS. I see you are new to the forum so I should tell you that the advanced search feature is extremely useful.
OK, I will give you a break and go over some of the basics. Don't cut any wires when removing the phone or its components -- cleanly unplug components before removing them. Remove the screws that hold the control model to the steering wheel and unplug the tiny plug. You will be left with a hole and you might find the plastic blank that matches your steering wheel color at a salvage company or at a Lexus dealer.
Disassemble the center console box and unplug and remove the handset and cradle. The console box is held in place by two screws under the removable liner at the bottom of the box. Pry off the air vent cover you see when the arm rest is raised to access an additional screw or two -- it's been a long time since I had a 90 LS so I forget.
Unplug and remove the phone ECU in the trunk. I'm more familiar with the Lexus phones in the 98-00 LS400 but if it is like the one in the 00 LS, there might be two large connectors you will have to plug together after you unplug the phone ECU in the trunk.
If the radio is dead but displays station information, the old phone might be the culprit since it can get stuck in audio mute mode when it fails. The Lexus phone also reduces the ventilation fan speed when in use so failure to properly remove the phone can screw that up too.
Do that search I mentioned! Good luck.
