Default keys help

I bought a '99 SC400 from a CL member here and am having some trouble with the keys.

It came with a master (in-key remote) and a valet key.

The master can lock/unlock car with either key or remote no problem. However, it can't start the engine.

Valet key does valet key things.

The problem .... I'm thinking the problem is somehow the master key is no longer programmed in with the engine immobilizer security. I was thinking about going through the procedure described in alldata.com for the car but have one question.

Do I go through , "add function" of the procedure? That's for "adding" a key to register with the engine so it can function right?

I don't want to go to the dealership yet cuz they're gonna charge me $100, minimum.
