Hey guys, i need some help here. I really want to install a subwoofer/amp in my car, but on a budget. WITHOUT install, i want to spend $300 tops. my brother had a 10' rockford fosgate in his old car which hit pretty hard and very clean, so i'm looking for something along those lines. Nothing that rattles, something that hits clean and hard...

Rattle is a result of bass making panels vibrate together. The quality of bass is does not determine this action but rather the SPL (sound pressure level) combined with subwoofer placement and other factors such as loose panels and loose cargo in the trunk area can all combine to cause this rattle.
Clean and hard sounds as though you are looking at maybe a 10" sub in a sealed box with about 300-500 watts going to it. There are a ton of choices out there and the best thing to do is to have a listen at your local car audio shop. Bring your own cd and listen to their differences.
Because of your limited budget, you will have a limited choice in brands and of course the quality will not be top notch. For the price, check out some used gear or see if you can get something on sale. Stay with name brands and stay far away from Pyramid, Legacy and MA Audio.
sealed is the best if you are looking for clean bass. however i think going with a ported enclosure might work for you. maybe going with a fosgate p1 or so, might work for you. or what about getting a 12" sub in a sealed box?
I'm going to assume the $300 budget is for amp and driver only. That said, I'd go with an Ascendant Audio Arsenal 12" for $175 shipped. Power it with the CV XL600D amp. This amp deal has been getting major buzz at DIY Mobile Audio forums. A lot of guys have purchased this amp.
In keeping with the budget install, the enclosure is the next piece required. If you can't build one yourself, you can buy one you assemble yourself. I picked up a Scosche one from Wal-Mart for $32. It says only a screwdriver is needed but I went a little farther. I removed the crappy, rubber weatherstripping that was supposed to seal the box and used wood glue and the supplied screws to hold it together. For a quick and easy box, it's not bad. I sold it to a friend along with a Soundsplinter RL-p 12" powered by a PG Tantrum.
