I just found that my 2008 IS-F DMV renewal form requests "Manufactured Recall # ELF" to be done. I would very much appreciate your help with 2 questions:
1) I know about 2-3 recalls with ISF including (a) Fuel Pressure Sensor gasket and (b) something about radiator or coolant. Is this DMV request specifically about Fuel Pressure Sensor recall? If I do just it (Fuel Pressure Sensor recall) would it be sufficient for DMV renewal?
2) DMV form does not show any instructions of how proof of correction certificate is submitted. Will dealership email copy to DMV or should I do it myself somehow?
Unfortunately, I am very close to the DMV due date (I have not read the form carefully when I received it).
DMV is only forcing us to do the ELF recall. Do it soon because there is a possibility that the engine harness will get broken, as it becomes brittle over time and will need to be replaced. I was in the same position as you, and I made sure they scheduled me in right away because my registration is due at the end of this month. You don't need to have the cooling fan done, though I'd advise to get it done as well. They'll give you a certificate of completion after the recall procedure has been performed.
My CA (San Diego) DMV form says actually nothing how to deliver it. Just a round box that says:
Manufactured Recall # ELF
Proof of Correction Certificate Required
Contact your local dealer for free repair
Problems call ARB 1-800-242-4450
I guess my only option is to call the number. This is bad from DMV side, they could explain better where/how to mail it.
If somebody from CA did this, where did you mail the form? Thanks.
(This would not be a problem if I would actually mail my payment/form but I always do it online, so I need to figure out how/where to mail this form separately)

As a side note, I am am member of the Auto Club of Southern California. You can pay your registration there and they'll take a photocopy of your paperwork so you have the original. Less lines to deal with, and definitely not the time-wasting, life-sapping feeling of being at the DMV.
Other than that, it should still be DMV Renewal in Sacramento, as Pie alluded to. Nothing has changed.
If your registration is due, aren't most of you getting a SMOG Test required notice as well..??
You should be if your an original 2008 owner.
Once the recall work is completed by the Lexus dealership, they provide a small certificate stating the ELF Recall has been performed..
When you show up to do the smog test, they may or may not ask for the document..
The reason why the CA DMV has it listed on the registration is because it's a "Safety Recall" related to the Fuel Delivery system inside the engine bay.
During the recall work, the Engine harness wiring plastic cover may break, if it's brittle..

Yes, I was requested to do smog test this year and I did it already. They never asked me about ELF. It passed and they reported online as usual. So, I thought I can now just pay online.
But you are right, I see that my DMV form also says "Mail Only" I did appointment for tomorrow. If it is done by Wed, I am ok with DMD deadline.

I got that a few months back... went to the dealer to get the recall done, told them that DMV was requesting the proof of correction, they filled out a form for me, told me to attach it to my renewal form, filled out a check and mailed it in. DONE!
Definitely return all required items by mail only! Can't even pay online if you wanted to. Be sure to mail them together since DMV can easily misplace multiple mails from one person. I did that mistake and it took 1-2 months to get my renewal stickers.
