Finally got around to doing this. Did the same thing to my supra long time ago and always wanted to do it on the F. It's the Kahtec smart stop with delay.
Sorry, I can't answer whether it's legal in all fifty states or not. I've had one installed on my other car for many years now and have not had a cop/state patrol tell me it's not legal.
I believe that it catches more attention when applying the brakes, that's why. The model I have only flashes 6 times and then works like factory when brakes are applied within 8 seconds, like stop and go traffic. It resets if the brakes are not applied for longer than that.
Install should be easy enough, now that I've done the homework, should anyone want to do it. I tried to access the third brake light wire from under the rear deck, after removing the rear seats and the rear pillar covers. I gave up after a while so I looked at the wire colors and followed them down to the main loom behind the driver's side rear seat. The wire needed to be cut is the third brake light power wire, small green wire on my 2013. I verified this with a voltmeter of course. There is another small green wire that is "hot."
The unit has 3 wires, the blue and red go to each end of the green wire after cutting it. and a black wire that is grounded. The unit is about 1.5" x 1" and .5" thick, I double stick taped it on the metal rear deck before putting the pillar panel back on.
