^ perfectly normal.. Did you wash your car or did it rain recently? Just go for a quick drive and slam on the brakes couple times and it'll be all gone .
Basically its a thin layer of brake dust created by both the pad and the rotor and since its exposed to moisture or water, it oxidizes very fast and becomes that rust you see. It doesnt hinder the car in anyway and completely natural. As the rest of the guys said, drive it around and hit the brake and it will go away, and dont be alarmed if it comes back.

What did you wrap them with? If you meant warped, that's pretty unlikely. Rotors don't warp. They crack, they form cementite at hot spots and may suffer uneven pad transfer, but they don't warp.
Rotors are cast iron. Cast iron corrodes pretty much instantly on contact with water or water vapor...when you hone engine cylinders and wash the bores with soap and hot water to get the stone remnants and the abrasive adhesives off the surface, you have to spray with WD-40 instantly or watch the bores corrode right in front of your eyes.
