Can't answer the first part of the question but uhm as for why JDM ECU parts/software doesn't work with USDM ECU parts/software is most likely for the same reason you cannot play DVDs and video games from Europe or Japan on U.S. consoles and DVD players, which is different file formats in the programming. Just a wild guess though.
