I would do it anyway. I've watched videos where a Toyota master tech, who has seen thousands of these cars in his career, highly recommended doing it at 50k or 60k miles. He said the coolant could get acidic and attack water pump, gaskets, etc.

At any rate, the interval is like 5 years / x miles, so if you're at the 5 year mark, then you change it regardless.

Older model IS300's had manual transmissions and changing the fluid in the clutch system is not unheard of, why would you think this is trolling?
Trolling would be one way to explain such a blatant discrepancy . Toyota auto transmissions in IS do not have DOT3 anywhere in them. In fact the only place in the entire car you would put DOT3 would be brake lines...
Period.

All the "clutching" is done via clutch packs internal to the tranny and those get actuated with actuators and pressure supplied by ATF WS fluid. Manual transmissions often do use brake fluid (DOT3) to drive the clutch, but since it was stated that it was a gen3 is350 RWD 8-speed, it is definitely NOT a manual transmission. Also Toyota does not have an 8 speed MT.

Another way of explaining this discrepancy would be that whoever did the service either misquoted or simply lied about it.
And yet another way to explain it would be - Someone just put DOT3 in the transmission. In this case, they were not lying about the "service" but the tranny might be damaged now.

Given that it is Namibia, I would be super-worried about quality of technicians there, and I use "technician" very loosely here. In the best case he was overcharged for the stuff they did not and could not have performed. In the worst case - they literally added unapproved oil into the tranny.
