Wonder if anyone came across, during normal city drive the steering has no issue, but during highway driving at speed 70mph above, the steering is straight over a period of time and when you try to make a slight turning left / right, you could feel steering are stiff and require some force to "break" the stiffness, is this normal?
It’s not normal, but some here, including myself, experience it.
There’s another thread here that has discussed the issue. Think some have resolved it by getting the steering rack replaced.
What year is your car? How many miles? When this happens, do you have the Lane Trace and Lane Centering feature enabled?

Have the same issue. It doesn’t happen Instantly when I get on the highway. Sometimes it can take 30 minutes but I have the same issue. It’s like I have to “unlock” the steering wheel.
How can we fix this? I want to take it to the dealer but I’m afraid they will charge me diagnostics and won’t find anything.

I experienced this even on my 2021... I took it to the dealer, and they didn't charge me anything. They also did not find anything, however. Maybe just ask them up-front if they will charge you.
If they can't reproduce it at first, be stubborn.
Also, I noticed that I have not experienced the issue ever since I moved my steering wheel recently. I moved it just a little lower. I can still sort of feel it from time to time, but it doesn't feel like it's locked in place, more like it's just not perfectly smooth. Maybe try playing with your steering wheel position and see if that makes a difference.

I feel like everyone who is having this issue should contact Lexus corporate and file for a safety complaint/concern. Hopefully that can help get additional visibility into this issue

That is one of the reasons I HATE, HATE, HATE that steering wheel automated up and down function when you start the car. I was able to disable the seat moving, but I hate that the steering wheel entry/exit "feature" can't be disabled. It is needless wear and tear and contributes to the steering wheel issue, I am convinced.

Neither IS that I have owned has had that feature and still had the issue.

Steering rack is unlikely to dictate that behavior. I also experienced it and I am almost positive it has to do with EPS controller unit, rather than with the mechanical rack itself.
If it were the case that the mechanical binding were the reason, we would be experiencing it at all speeds and right after the car hits 70mph. But it is not the case, it seems. it takes about 10 minutes of straight-ish driving and a lack of curvy bends to get to where you can feel it starting to "bind". You can unbind it by quickly wiggling the wheel left-right-left-right (yes, if you are MODERATOR EDIT: I'll use a better word here - coherent, it is fine and safe to do at 70mph - small movements 2-3 inches, 2-3Hz oscillation). Then for another minute it stays fine and then it starts to bind again. So, that "wiggling" somehow resets that "fault" which later gets triggered again by some conditions, which seem to have to do with driving at highway speeds and not applying a lot of steering inputs.
There was a video on YT about this issue, and the poster surmised that it had to do with the ****ty / loose / poorly designed connector on the body of the power steering module.
