My IS will turn one at the end of this month meaning I'll lose enform and all of it's capabilities. One of which is the engine start from keyfob. I wanted to know if there was any way to program/code this into the car since it's obviously capable of it from factory?

You need the Enform subscription to access its "from factory" ability. The way it works relies on the Enform infrastructure. You would need to go aftermarket for what you're describing.

The feature is present in the car whether it works through a service like Enform or not. It's clearly capable of doing so and the technology is already there in each car. It would have to take a really good programmer to fully "unlock" this feature.
It's funny because there were recent reports of BMW wanting to charge a subscription for heated seats and other features, and everyone was furious. Lexus is doing the same thing...

If you only want a fob start wo/subscription then just add an aftermarket Viper et al.
If you want to start/stop/monitor/follow/lock/unlock/find from the phone and RS from the fob
you can subscribe for less than when the car was new. Original Lexus Enform cost was
$149/year for the SOS button + $100 for the Remote App and if you needed Destination
Assistance (Uber Co-Pilot!) it was another $100/year...$350/year for what had been free for a year.
Now the subscription is $80 for Safety Connect + $80 for the Remote App. With the free forever
Lexus App Suite (not LAS 2.0 for these IS years) you can use your phone for Nav and forgo the
Destination Assist portion. Simplest way to subscribe is press the overhead "SOS" button...
the voice inside the car will ask "is this an emergency?" No, "Do you want Enrollment or
Roadside Assistance" Enrollment. Confirm your e-mail and give them a card number.
Just like the OP said, the components needed are all in the car. All you have to do is re-enable it as soon as Lexus or Enform disables it.
Already running mine for 3 months now and settings are still holding up. If Lexus decides to remote into the car's ECM and disables it, I'm always happy to re-enable it back again.

How do you re-enable it? I already bought the 12VoltSolutions kit for our NX and it works great with the oem fob but I would be open to a free option on my GS.

I mentioned it in one of the threads about remote start but no one paid attention. Actually someone did but downplayed my post and said that the settings will get disabled after 2 weeks.

I was just making you aware that remote start works a little bit after you end the subscription, pretty sure we asked you how to do it and you didn't post. Would love if you could share that info.

The instructions were buried in my post. It was a long post but if someone can read it, then it is all there.

This is all I found: Was able to play with Smart Access menu and stumbled upon a setting that enabled the Remote starter by doing an ECU handshake to Remote Starter Kit.
After doing this, tried the key fob remote start and guess what? -- car starts.
Immediately went to my app, didn't even bother testing the remote engine start, cancelled all my subscription, wait 1 hour to fully see the status "Subscription has expired", called Lexus Guest Experience and made sure all my Enform subscriptions are cancelled. -- This all happened yesterday.
Today, went on to do the remote start via fob key - still works.
2017 LEXUS IS300 F-sport"
and then I asked what's the Smart Access Menu and you responded:
"Give me two weeks to test and after that, whatever happens, I will let you know about the Techstream stuff via PM."
