Blue filters over light output usually have the greatest affect I believe. Filtering out the other colors in the light spectrum and better allowing only blue to go through...which our eyes are least receptive to. Hmm I think. Would have to ask Bill Nye, you know...the science guy?

its the cars with colored LEDs which look excessively bright .
