I recently bought my 2022 IS-350 F-Sport and wrote a procedure for mounting the front license plate factory mount, followed by the plate and black frame. No drilling required.... no taking the grill off. Works for me. I like the look and I haven't had any issues with dynamic cruise or parking sensors.

I put the zip ties tight to keep it from moving. I had to take the whole thing off last week because the guy in front of me ran over a 2 x 4 and slung it up and it hit me square in the grill.
Luckily, the license plate took the brunt of the blow. Had the plate not been placed where it is, my grille would've been destroyed.
There were no scratches whatsoever from the zip ties or mount.
You don’t need a front plate in Texas. I haven’t had one on any of my cars since 2006. Even when I’ve been pulled over for other things the front plate was never an issue. This was in El Paso, Houston, and Dallas.

Completely incorrect. Just because most don't enforce it, doesn't make it true.

I don't have front license plates on any of my vehicles either. I have never been pulled over for it in my 3IS, but have in multiple other vehicles. I've also been pulled over for other reasons and never had the front plate mentioned. I have never received a ticket for it, mostly just an inconvenience and an excuse to see if any other laws are being broken. You can be pulled over for it even in the windshield as that is not at the exterior front of the vehicle.

See Rule 217.27 in the Texas Administrative Code:
...must display two license plates that are clearly visible, readable, and legible, one at the exterior front and one at the exterior rear of the vehicle that are securely fastened at the exterior front and rear of the vehicle in an upright horizontal position of not less than 12 inches from the ground, measuring from the bottom...
