Resonator or Second Cats Delete?

I’m concerned about the emission test part lol, it’s pretty strict in NY
In CA, it will be just a visual + OBDII plug in, so you will fail if the tech looks for the missing cats, but will likely pass if he does not and if the cats aren't throwing any codes.
Also, in general, removing cats/resonators will decrease drone and increase high pitch tone/rasp. Since most people only delete 2 of 4 cats, i imagine the sound change isn't so drastic as going to zero cats.

I’m not looking at a huge change in sound, just a little deeper at higher rev range as it sounds stock once I pass 4500rpm
this is the setup I’m looking for, sounds good to me without being too aggressive.
I’m just concerned about inspections in NY, that I’ll need to do more research on 😂
(researched on it, seems like it’s only a OBDII plug in for emissions as well - as long as there are no codes, and cars less than 2 years old are exempted from emissions test)

Update on CA.
No touching the cats at all. Even removing 1 is an absolute no go when It comes to inspections. Anything after the cats is fair game.
I'll be having my resonators removed for about $120. I have Invidia axle back installed now.
