That's standard on 2017+ Fsports. There was a front bumper refresh starting with the 2017s.

I am driving an non Fsport, Will we able it purchase the delete separately install it?

I would ask the dealership if that part can be bought separately then ask for the part number and purchase it online for cheaper.
It definitely shares the same shape as the Fsport corner bumpers.

With the 2017 bumpers, the fog lights are no longer available for any of the IS now if I recall.

Even the Lexus JP shows the car on the site without the fog lights their F-Sport, in which they used to with the previous bumper.

You won’t be able to switch the Fsport vent on a non Fsport.
The F-Sport bumper has wholes on the outer area to allow the F-sport vent to tap into it. The non F-sport does not have this wholes.
