Default Clicking noise when trying to start engine

2014 IS250 out of nowhere fast clicking noise when trying to start.. Had to jump it, had battery tested, that's ok. Dont think its the alternator either.
Battery was taken out to get tested/charged...after putting back in (sparked a little), car started only with key touching push start, and multiple lights are on dash. Car runs, but windows are stuck in down position, and rear lights out etc... could this be a fuse issue??
Any help would be appreciated!!!

The fast clicking sounds is typically the starter trying to start the car when battery voltage is low.
Kinda sounds like some of the fuses might have blown.

Any aftermarket accessories on the vehicle? Like remote starter.

Although, if the sparking is excessive, this could also indicate that something is drawing heavy on the battery...which kinda speaks to the other issues as well.
