I've never seen this feature on any IS and I can barely find one with this feature. It looks like Forward Collision Warning with Braking? The car is a 2015 IS350 AWD with F-Sport Package and features like Navi, heated steering seats & steering wheel..
That's the dynamic radar cruise control, it will adjust your cruise speed (apply brakes and maintain lower speed) to keep a configurable number of car lengths between you and the car ahead. I think default is four car lengths. Once your path is clear the car will speed up to your original cruise setting.
That button is for adjusting the car length when your're in Dynamic Radar Cruise Control (DRCC). It is also an indicator that you have PCS in your car. However, I don't believe the current IS GEN has the ability to adjust their PCS sensitivity.
It mostly comes when one is to purchase the IS350, but for the is200t its rarely available.

But it seems to me this feature is uncommon even among 350's. Does anyone know what package or option must one get in order to get this feature when purchasing the car from Lexus?

For 2016, PCS and DRCC comes together as one package. They both use the same radar and sensors. I believe its $500-800 option, I can't remember..
But for 2017, its "standard" for the IS under the LSS+ (Lexus Safety System +)

You're right, this feature was not typically installed in any dealer allocations for 2014-2016 IS although in my search I occasionally saw one or two. I had to special order mine.
For my 2015 IS350F-sport RWD, I had to special order the car to get the PCS/DCC. No dealership in the SF Bay Area had F-Sports with this, plus only two dealerships in the entire West Coast had UW/RR combo during this time (Oct 2014). Since I had to order, I also got the VGRS power telescoping steering wheel option. It took 3 months to get it, but worth it IMO for both of these options. The "BRAKE!" dashboard LCD flash has been triggered for no reason on occasion, so it can be startling. Outside of the additional safety, it's a great long distance feature and worth the cost - either $500 or $800 (I ordered PCS and VGRS, so can't remember which cost was which). I also like the VGRS as not having a power telescopic steering wheel in a $50K car was strange to me. My 2003 G35 had that!

There's probably less room to bargain, but I was happy with the deal I got. At the time, since UW/RR was non-existent in California, I was in a tough place with negotiations. I did get a good discount, but not as good as if I got one off the lot. Without even bargaining, I was offered an Atomic Silver, Nebula Gray or Black w/ RR interior for 15% off SRP. For UW/RR, I was actually told by 2 local dealers - "sorry no discount with special order or dealer trades". I was shocked. I had to call around and eventually got a deal by leveraging TrueCar pricing. I paid a little more for the color I wanted, and don't regret it.
By the time the car arrived (3 months later), UW/RR was somewhat widely available again - but without PCS and VGRS. So I probably would've got a better deal, but once again, w/o those options.

Yeah I would say you're looking at less discount when you special order. Since the dealership is making way to get something YOU "desperately" want.

That's weird how UW/RR was rare.. when I bought my car in early 2016, I was offered both UW/Black or UW/RR for the same discounted price. Ultimately, I chose black.
