I don't believe so, as it is considered by most car companies as a possible safety hazzard. I could be wrong though!

funny thing is outside of the US, there is such feature in other regions

It's definitely not even an option in the TechStream software, which is where and how you program the key/car to do the "all open" command.

I have seen install options (modules) on other vehicles like BMW and Porsche where you could roll up windows and close vert tops with the FOB.

According to this, you can have it programmed by the dealer to roll up with the KEY, but not the FOB.

See Item 21:

On the 2IS, you can roll down the windows with the FOB UNLOCK by pressing and holding, (in Europe you can roll them up too), but to roll them back up I've pressed and held the little black button on the door handle and it rolls up the windows/moonroof. Despite my access to these models, I'm burried in paperwork right now but if a 3IS owner wants to try and hold the little "LOCK" indentation on the door handle and see if it does the same as the button when the windows are down, see if it rolls them up.

I had this feature on my VW and loved it. Yet, I ask and researched. Yes, you can roll down with the fob. NO, you cant roll up. Yes, the key will close everything. Yet, the key is a PITA to remove from the fob.

On eu models you can roll up the windows remotely with the push buttons on the key.

EU does not get all the options JDM cars have.
On f-sport models we are limited to black or roja red interior with silver carbon trim.
And we don't get AWD or the 350 model
