O my BASIC understanding of the hub bore is, aftermarket wheels with a hub bore smaller than the one on your car will not fit. Ideally, you would install aftermarket wheels to fit with the exact size on you car. What are the "consequences" of using wheels with a larger hub bore on your vehicle?
60.1 is the Lexus hub bore. The consequences is vibration from the wheel not centering itself exactly on the hub when you tighten the lugnuts. Hubcentric rings are pretty much mandatory if you want to install wheels with a larger diameter hub bore. Avoid the Ebay stuff. They are ****.
That is correct. When sourcing rings look for polycarbonate rings for daily driving or aluminium rings for track work. All rings aren't created equal. Cheap Ebay rings aren't polycarbonate and they're tolerances are poor. I wasted money on Ebay rings twice. First time they snapped just pressing them into the wheels hub. Second time they wouldn't even fit. You get what you pay for.
