Help- VSC light on Check engine flashing or solid after hard acceleration

recently acquired
2007 Lexus is250 AWD
Bought it with 108K, it has 110K since I acquired
Flashing or solid check engine coming on after hard acceleration
Code reads
PO 304
I believe its related to this recall
TSB L sb 0124 12
L-SB-0124-12 is from Lexus in 2012
and I am no where near the expiration
Since I just purchased
I have installed
Air Filter
Therostat
Synthetic oil and new filter
pcv valve
all six ignition coils (denso)
Spark Plugs (denso)
Upper and lower radiatior hoses...
It drives OK with solid check engine light, but does not get to the high rpms
When in limp mode I have been stopping if it still flashes and it will either turn solid, or I turn it off and wait and it turns solid.
But it really only comes up after heavy acceleration and rpms go past 4500rpm
Does anyone have any suggestions?
I have taken off the battery and it still comes back on.
BTW- Previous owner had cold start plug behind vacuum line off, Does anyone know why they would do this?
I have ran with it on and off and it still kicking up codes.
Should I seafoam the vacuum line? Do we think its a buildup problems with valves.
Throttle body was not dirty when mechanic did the other work.
I have been using premium and previous owner Said he used midgrade, But it was probably regular.
Have not been using power mode, paddles or snow mode
I am in Norcal, but it was from Socal mountains where it snows in the winter.
I think that is the nuts and bolts.
