For #2, clockwise is IN or OUT?
For the headlights, it seems that #1 is for up and down. #2 seems like something between left, right, and diagonal. I think that's why some guides said you need to adjust both screws the same amount.

I ended up driving about an hour on dark roads recently and overall the headlights are much better than before. While it would be best to fix the AFS system, I'm happy with how the headlights work now.
