Default p0430 code 2006 is350 rwd with 200k miles

I've recently gotten a p0430 code along with check engine light and check VSC with traction control off light, I have a muffler delete on the car and when I rev it in park it doesn't sound as raspy as from before, sounding a bit muffled. I'm thinking the problem might be from clogged cats on bank 2 as the car does burn oil, and the exhaust smells terrible when under hard acceleration while having the windows down, My question is mainly will this car pass smog? I'm planning on selling the car soon. I've cleared the lights with a scan tool about 7 or 8 times now since the first time I've gotten the light, I would clear the code and it will come back after around 40 -50 miles of driving, and if I were to fix the catalytic converter, will it be the primary one that is attached to the headers, or the secondary cats, or am I wrong and it might just be a sensor or gas cap issue?

If the CE light is on it will not pass smog. In my area it's 1 monitor not ready, but will still pass. Though I need to read the Texas laws again. I haven't been up to date. If in California that's another story.

Is the code p0430 problem with the primary or secondary cats?
