Low beams / Fog lights Not Functioning Properly

I own a 2009 Is250 awd with halogen bulbs. Recently I installed LED H11 lights (only low beams). I noticed that after installing, the the fog lights do not work. Not only that, when I switch to low beams they don't turn on (the fog light turn on on dash) and when I switch to fog lights or auto the low beams finally turn on but fog lights never do. It also seems as if I can turn on high beams with the low beams simultaneously (cant remember if this is normal or not)
I tried plugging back in the halogens temporarily but it was doing the same things so I left the LED's for now.
I have looked through the fuses and they seem to all be fine. Tried doing some research but couldn't find specific case like mine with any resolutions.
Any suggestions or knowledge would be appreciated.

Also, are there any specific non obvious fuses I should maybe check? I read that tail light fuse might impact (looks fine) and checked anything low-beam/fog light related as per owners manual.
Is is possible that both fog lights got burned out somehow when I was changing low beams without fuses blowing as I did not disconnect battery?
