Probably a few hundred dollars for the bumper and sensors. Do a search on eBay (and be sure and vet the sellers). As far as the touch screen goes it sounds like you might need a digitizer. Do a search on ClubLexus there is a thread on how to replace it.

While I don't know the exact cost of replacement for the bumper I can definitely help with the non responsive touch screen. I had this happen to me not too long ago and the fix is pretty simple and cheap, compared to the approximate $2000 that Lexus will charge you. Typically on our cars the digitizer seems to go out for whatever reason and it means you will no longer be able to use any of your ac or radio functions on screen. Check this link out on how to take apart your dash and how to change your digitizer, all you need is a 10mm socket and a pair of screwdrivers.

Oops, I must've forgot to paste the link. Also this is the digitizer I bought and used to fix my screen, worked perfectly and I dont have any issues at all with it.
