If it is near the black plastic cap you can order a replacement cap and that should stop the issue especially if the existing cap is easy to remove indicating the inner o ring seal is worn out.

Just means when the coolant heats up, you have overflow and when it dries up, turns into pinkish crud. Nothing to worry about, if at all, it may indicate you have too much coolant. On a cold car, the coolant level should be on the top line.

Mine's the same. Some clean up required periodically. Also keep the Toyota Coolant handy for topping off.

I guess it's something Lexus never bothered revising. Just an annoyance really. The original one that came with my car did it, and the one I bought last year does it too (believe I bought the whole assembly, new overflow tank and cap/tube). Doesn't seem to have any measurable coolant loss, it's just barely below the full line on my tank at the moment (which I believe I had it exactly at full when I replaced the water pump earlier back in February)
