Could be this ^^

The passengers airbag will remain off until somebody over 70 pounds (correct me if I am wrong) sits in the seat.

Either this,

OR your airbag harness failed. Mine was rusted from the winters here so I just had my body shop guy weld the wires together. (I honestly dont know what he did) but the lights gone and its been gone for 2 years.

It does come on when I dont have a Passenger and it does go away when I do have one.

With the airbag recalls, you probably don't want it to be on anyway. lol?

Buy a TechStream and read the SRS code. No sense in guessing. Aftermarket dongles and copies of the software can be easily found online.

Welcome; you mean the emission test? I think that will be OK, but not 100% sure. You should get the airbags checked to make sure the driver side is working.

Won't pass Ma state inspection cause it's a safety issue. Search the forums it could be simple as the airbag connector underneath the drive side steering.
