Regardless of it being a known issue, if he is outside the warranty period and Lexus Europe has not extended coverage, of course he is going to need to pay to repair the car. That's just a part of car ownership. If Lexus Europe does end up offering some sort of assistance, that would definitely be appreciated, but I don't think it can be expected.

Thanks for letting me know that the IS350 suffers from it to an extent. Mine just ticked over 30K miles and every now and then while sitting at idle the RPMS drop a bit for about 2 seconds than stabilizes.

Would you suggest I run a bottle of seafoam or do the extra labor and pull the upper and lower intake manifold to clean the top of the valves which I've done to my sisters IS250.

they have also cleaned the spark plugs, which were almost black or dark brown (perhaps this was the issue that spark ran away, or something else, but definitely spark plugs caused it). however due to this issue they discovered different fuel data in blocks (they using TechStream, and measuring o2 sensors and lambdas, yeah it is not ideal measuring of compression).
Now i see that it is suggested to clean top engine every 4th maintenance.
