Dealership may not have a specialized TPMS tool. That means that they have to dismount the tires to get the serial numbers off the sensors and enter them into the car using Techstream, and then remount and balance the tires -- a time consuming process. A tire shop with a Bartech TPMS tool can just scan the serial numbers wirelessly without removing the tires on the rims, and them plug the Bartech into the OBD2 port to program the car.
I too brought new rims and tpms but instead of taking to a shop I'm gonna to Diy it. If you search the fourm, people have successfully reprogramming it with techstream cable from eBay. it's nice to have your own tool and only paying $25 for it. Don't forget you need to know the code on the tpms.

$25 is just the cost for the adapter. To use it without illegally pirating Toyota's Techstream software, you need a $1095/year (or $55 for 2 days) diagnostic subscription to TIS.
