I went straight to 20 inch rims and then my ohlins coilovers. Definitely wish I went coils and then wheels. The coils made such a huge difference on stock and the rims, I still can't over it.

If you're on a budget, which is why I assume you're picking between wheels and suspension, pick for what suits your needs.

If its pure aesthetics, then lower first... megan ez coilovers (yes go the coilover route to save money in the future) are quite inexpensive and are very reputable.
Whatever you do, DO NOT cheap out on rims or tires! Its not a matter of "looks" but safety as well. You get what you pay for. Cheap rims can bend and crack easily upon minor impacts (potholes, curbs). Im not saying pricier rims are invincible, but they'll last. Tires are probably the most important as they are important for: A. Your life on the road (traction) , B. Your wallet (cheap tires can wear easily and before you know it, you'll be on your second set)
I don't mean to bombard you with information, but its important to check things like tire stats on sites like tirerack, and review sites, etc.
e.x. This isn't the best method, but when it comes to rims, if you find a pair you like, google image them and see what kinds of cars they appear on, and check their reviews!
