sorry to go off topic. but does anyone know if that your warranty has passed can you still get the tsb dones? ex. brakepads/ dash rattle... etc.

You can, but you'll be paying for it. They're only free under warranty.

TSIB = Technical Service Information Bulletin (Lexus USA uses this term)
TSB = Technical Service Bulletin (More common-use term, and what Lexus Canada uses)

They are interchangeable terms.
