You can restore headlight, but there may be a little foggyness. If you want to get rid of the foggyness on lense you should wrap it a smoke, so it's close to clear. But otherwise you'll have to either

A) bake a headlight and yours to do the swap (pain in the butt to do)
B) buy a new headlights

Your lights must have been restored at some point because I believe the lexus headlights have a clear coat of uv protection on top that wet sanding removes.

Go to a professional to clear the lens, I had a 08 accord done for $100 and it looks brand new. The guy that did mine added a sealant to prevent it from yellowing again, also a lifetime warranty.

I had an awesome experience with the sylvania headlight restoration kit, basically made my terrible yellow and cut up headlights look BRAND NEW. It was crazy how well it worked. I would try that before you decide to replace the whole casing. it was like, 20 bucks on ebay.

basically if that does not work, the problem is with the interior of your headlight, something isnt sealed right and moisture has gotten into the insides, in that case, you will basically need a new casing.
