electronic key fob question

electronic key fob question
i am having problems with my key fob for lexus is220D
when i have driven the car for a long period and try to lock the car the doors dont lock
when it happened first the little red LED would flash intermingly so i thought battery needs replacing and got a new battery
but it is still doing it after replacing the battery sometimes i cant lock doors or somtimes i cant get in
when i cant get in the white lights under the rear view mirror come on as if they recognise they key fob is close but doors dont open either by pressing the button or putting hand on door handle
and key fob red LED is still blinking twice
please help
