Yea, I claimed insurance. Only payed $250 out of pocket for the deductible and insurance took care of the rest ~ $2300.

call your insurance and find out if you make a claim will it count against you. obiviously this is not your fault. so make sure with your insurance that this is a "not at fault claim". the purpose is so that your next year's premium dosn't go up if you make the claim.
as for writting to caltrans or the city... you can try, but not likely you'll get compensated. unless you observe the piece of debrie falling off a vehicle or a building with your own eyes. then you can go after the vehicle or the building... that's my opinion.
