Only depends on the tire. I've run my BFG KDWs at 32 and 34 psi all-around, trying to find a good starting psi for maximum fuel mileage and grip. My tires when warm inch up to about 3psi.

Have a tire place break down the wheel/tire. If they is any rubber shavings or damage to the inner sidewall carcass, you know it was "run-flat" for too long. If there is no damage on the inside, then it is due to weathering/aging or least likely actual separation of the sidewall belts.
