Yeah I believe that's standard on most cars nowadays. If there's not enough weight, it wont turn on (to protect small children/unnecessary airbag deployment)
Also, if the seat was set to move the the lumper setting all the way back, as if you wanted to take a nap. The light, it will switch the airbag off as well.
