Do a quick search and you will find tons of info on this. I have a 2011 IS350 F-Sport as well and installed hid fogs myself...6000k white w/ blue tint. Total install time was about an hour or so. Not terrible.

What color is your car?

Do a search on the IS-Second Generation forum for "HID fogs". You'll find more info than you probably need. Also check out the FAQ sticky at the top of the forum - there's a DIY on HID fog replacement.

Quick answer: most people here on CL, if they do anything to their fogs, replace them with HIDs instead of new bulbs.

I have 6000k HID on my original fog light. Time to install is less than 1/2 hour (at least mine was plug and play). i installed my through fender liner.
Good luck!

yeah most go with hid fogs and most go without the relays if that question pops up too.

i personally went with bulbs as i found the fogs not functional enough to make a difference. so instead i went with really yellow bulbs instead. nokya 2500k to be exact. form > function lol
