The huge lip and gold wheels are more "VIP" to me than Clean and Classy... just my opinion. As previously stated... Clean and Classy is typically very subtle mods.
Clean and classy to me is when the modifications appear more subtle. For example, with peyman's car, the design of TE37s is very simple, and only becomes aggressive with the fitment, or when they have that crazy concave or the huge lip. The red BBK against the black paint pops way too much to be "classy", its much more "in your face". If it was a gunmetal color, then it would be classy, because it would match the car. Now, this is not to say that black on red doesn't flow, it just flows in another direction, know what I mean?

Okay. So (almost) everyone agrees that light modding and a stock look is clean and classy. So then by example, peyman (sorry to call you out lol) would be "more" classy had he had neutral colors for BBK and Wheels. (I.E. Gunmetal)

Exactly! But again, that's just my personal opinion. For example, the INGS front lip VS the Vertex front. Vertex is definitely the cleaner of the two because of its clean lines.
