Filter change w/parts
Yes, you must drop pan (twenty 10mm bolts) to get to & replace filter (four more 10mm bolts to take off filter).
It is a black plastic box piece with the spongy filter inside.
And yes, it is recommended to also replace the pan gasket too, using a thin layer of grey or black Permatex rigid high-torque RTV Silicone gasket maker.
Furthermore, there is also a separate O-Ring for the filter piece, which you should probably also replace.
These three parts can be found on LexusPartsNow.com (I ordered them just now, as a matter of fact!)
The following are for my car, which is a 2006 Lexus IS250 RWD (GSE20), with nearly 200k miles (God help me!).

Just a quick FYI: If you don't see any of the pics in that DIY post on filter change, try another browser or computer.
Not sure why, but they aren't loading on my computer (probably because it's an XP box with outdated Chrome, lol).
BUT, however, the images DO load in the webpage on my Win7 laptop...

Personally, I hate dealing with RTV, out of concern that the excess squeezes inside the pan and plugs something -- at the very least a good chunk of RTV may lodge against the filter material and reduce it effectiveness. I would much prefer a gasket that is laid on a cleaned surface, like LubeLocker.
