Technically we have bi-xenon because the shield gets moved and it emits more light or something. There was some hid gurus who actually explained this before.

But pretty much if you turn your high beams on, a Halogen turns on and your HID bulbs become "brighter" because the shield is removed and pretty much becomes a high beam too.
Bi-Xenon setups use the same bulb for both low and high beam operations.
There will be some kind of a mechanism in the headlight assembly that will uncover the entire HID bulb when you select high beam, sending more light output onto the road. Basically, a high beam on HID system will remove the cut off point which allows all the light from the bulb to be directed at the road.

Hey guys, recently I realized that my headlights are not bi-xenon. On the website it says that 08 and 2010 IS250's with Nav package have these headlights while base is just halogens. My IS250 is 2009 and I was wondering if I am supposed to have Bi-xenons too with my Nav package.

Tons of confusion and misinformation in this thread. Here's the facts.
All 2IS in the US with factory HIDs are Bi-Xenon.
There's no such thing as a "nav package". Navigation is a standalone option not part of any other package and it "includes" nothing at all except navigation (the factory nav system does have a few parts though- the nav screen, the backup camera, and bluetooth).
(new for 2010 it also includes Lexus Enform and XM Traffic)
The nearest thing to a "package" with nav is the Nav/ML package; This is just the same as above, plus Mark Levinson. (which if you get it in the nav/ML package includes the ML stereo and a DVD changer)
If your dealer told you "you have every option" he's almost certainly lying. Several options are very rare (PCS for example) and an actual fully loaded 2IS has an MSRP close to $50,000. That's without any F-sport parts from the dealer. In the several years I've been on here I've seen exactly two 2ISes that were actually fully loaded, both special orders.
HIDs have never been standard on the 2IS.
The premium package has never included HIDs.
In 2006 HIDs were available only as part of the Luxury package or Sport package.
From 2007 onward there were available in either package and also available as a standalone option for cars that didn't have either package.
The easiest way to tell if you have factory HIDs does not require trying to identify them by sound. Check the Multi-function switch to the left of the steering wheel and look through your options. If you can turn AFS on/off you have HIDs, because AFS is only on cars with factory HIDs. That's a whole lot simpler than trying to "listen" for an option.

If you turn on the lights and they flash on then raise to right level you have xenons. If you are in quiet garage and turn your lights on with the car off, you can hear the high pitch whine of the HID ballast.

It depends, many 09 models came without HIDs to decrease the MSRP price, but some of them did come with HIDS. The best way of find out if you have HIDs is if you follow llamaboiz's recommendation and hearing the ballast buzz.

Sport package: illuminated door sills,sport pedals, grey plastic center console. memory seats

agreed. when i got my '09, it didn't have hid's. non of them on the lot had them. the salesperson said that they removed "easily upgradable parts" or "parts that no one wanted" to keep the msrp down. when i went to get my first oil change, they had one in the service center on display exactly like mine, but with hid's.
Generally Lexus ships certain build configs to certain regions based on what they believe will sell the best there.
One can always have a dealer swap a car with one from another area however, or special order, if what they want isn't locally available.
