go get 2 or 3 estimates and allow him to pay for it out of pocket the lowest or the average of the estimates. if he doesn't pay up, then claim it on his insurance.

Hahahaha. Dude. It rains here like every other day. You don't know St. Louis weather until you live here. Which means I wash my car and it rains the next day, and since the IS is my daily driver, I don't really have a choice... And I am getting it detailed soon so I don't really care. Hahaha. But I totally understand what you're saying. : P

You shouldn't need a police report
Just call his insurance carrier and they'll start a claim

Yes, the reality is the police will be of no help in most areas for something minor like this.

^ I agree, are there any pics from a distance of the entire damage? From what I can tell from the close up pics, the damage doesn't seem to be that bad. Worst case would be a new paint job? No significant damage to the bumper, i.e. cuts, dents, etc.

In CA no injuries = no police report. AMHIK. You don't really need one either. It's just a minor repaint (or a good buff job) to fix.

I once had a guy tap me in the rear bumper causing similar damage to my 350. He called the police, expecting them to give me a ticket but they cited him on the scene. The bad part was the idiot cop reported "moderate" damage and it made its way to Carfax, so when I traded my car I really got screwed for a very minor scuff. If the idiot had been cool about it, our insurance companies would have sorted it out and Carfax wouldn't have seen diddly. Just something to think about any time you have the police respond to a fender bender.

The paint has been taken off the bumper when it was scratched so I definitely know that a repaint is required. I'm just curious... how much do you guys think it would cost for a repaint of the entire bumper?

I also got backed into once... estimate was $1,100. (new bumper)

Go directly to his insurance and solve this as soon as possible. trust me.

Default Bumper Repaint

I just got a bumper repainted in the San Diego area and it was $459. There are companies around here that do just bumpers (i.e. Bumper Doc, etc.). They also give you a lifetime guarantee on their work. If you pick a good company you won't know the difference. Hopefully they will remove the bumper and paint it in a paint booth rather than just spray it on the car.

I got rear ended a few months back and it was about $800 for a new bumper and the paint job...

before that... I was rear ended another time where all they did was repaint the bumper, but ordered new lenses and what not.. really it was pointless, but whatever, cause it was no cost to me.. but that was a little under $600
