I dont know about laws in other states, but in CA, there is such thing as being too low. You cannot have the car at the point where the bottom of the wheel is at or higher than your total ground clearance for the chassis. If your tire blows, your car will be riding on your chassis instead of the wheel. Good luck trying to steer your car if the tire(s) should ever go out.
