Does the base IS have memory seats?
I have a base IS350, only option was 18" wheels.
You get power seats but no memory function.
Driver seat is more than 8 way, since it has adjustable lumbar support, while the passenger seat is 8 way.
Only reason why I'd want memory seating is the steering wheel moving up and then back into position feature when you get into the car.

With the Navi, you can set it to a custom settings, i dont see why they couldnt integrate the memory seats with the nav. Also i thought the automatic steering wheel tilting up was standard? I kept wondering how come the steering wheel never moved up after i turned off the engine.
I drove a 90' SC400 and it had the auto tilting steering wheel and the memory seats.

With the Lux pkg the seat, steering wheel and side mirrors can be linked to the FOB. Also the steering moves in and up out of the way when you shut the car off. Each FOB can be linked separately. Whichever FOB is sensed to open the door will set the memory seats, mirrors and steering wheel settings. SWEET feature!

As has been said, the memory function is an option.
Standard here (in terms of the seats) is, Electric, Leather (Perforated), Heated/Cooled.
You know what else is standard? 16" Wheels
